Manager, Health & Safety
The Health & Safety Manager is responsible for achieving an effective and efficient approach to managing safety, risk, industrial hygiene, and medical surveillance across the Toledo Refinery.
- Supervise work activities of personal safety, industrial hygiene, and medical surveillance.
- Direct the H&S staff regarding the appropriate response to agency inspections, information requests, NOVs, etc. and ensure appropriate corrective actions are implemented.
- Train and develop both hourly and salaried subordinates to ensure a capable, professional workforce.
- Administer company policy within the department. Ensure refinery administrative procedures, discipline, safety policies, management practices and labor contracts are administered consistently and fairly.
- Model teamwork with other department managers.
- Maintain a professional relationship with the union hourly workforce to promote safety awareness and work to resolve safety issues and concerns.
- Maintain and improve the performance of H&S department personnel. This includes organizational changes to meet changing needs, hiring of new personnel, and administering a personnel performance improvement program that includes goal setting, performance evaluations, and counseling to achieve high standards of performance.
- Interface with all appropriate regulatory bodies. Serve as the refinery spokesperson with health and safety regulatory agencies regarding health and safety issues.
- Develop the department expense budget and continuously monitor these costs to anticipate and control possible variances.
- Interpret OSHA other pertinent regulations and develop programs and policies to ensure compliance.
- Serve as a resource/consultant to staff and field management regarding the development of new capital projects to ensure that health and safety standards are met.
- Interpret local, state and federal health and safety regulations; determine applicability of these regulations and develop/implement appropriate compliance procedures and processes.
- Provide support in emergency response events as needed and assist in incident investigations as needed.
- Develop, direct and establish a safety program and safety practices in department. Constantly strive to prevent accidents and to provide a safe, healthy work environment.
- Responsible for overseeing the industrial hygiene program to ensure compliance with established industry practices to minimize company risk.
- Oversee the refinery medical surveillance programs, identify required medical surveillance based on exposure potential.
- Coordinate various internal auditing processes to ensure compliance with standards and procedures.
- Serve as the OSHA expert and decision maker regarding the recordability of injuries.
- Ensure all required record keeping and reports are made per regulatory requirements.
JOB QUALIFICATIONS
- Bachelor’s Degree in Health and Safety discipline required
- 10+ years HS experience required
- Experience within a refining or petrochemical industry preferred
- Line-management experience required
- Expert knowledge in OSHA regulations and other applicable governmental agencies required
- Familiarity with industry safety regulations, work practices, and compliance strategies as well as knowledge of basic refinery processes, reliability principles, refining economics and basic budgeting and scheduling required
