Maintenance Projects & Planning Manager

This position provides leadership for Project Execution, API 653 Tank Maintenance Program, Maintenance Emphasis program (Cooling Towers, Fireproofing, Asbestos Abatement, Equipment Demolition). The planning/scheduling and execution of the refinery short/long term mechanical integrity work. Assist with the improvements to the Maintenance Department Workflow Process and develop and implement strategies/processes to effectively manage the use of Maintenance Contractors.

PRINCIPLE RESPONSIBILITIES:

  • Responsible for the overall safety performance of the project and planning maintenance workforce.
  • Facilitate the development and prioritization of major maintenance projects with the business team leaders.
  • Responsible for the planning and execution for major maintenance projects >$100M MAFE (Maintenance Authorization For Expenditure).
  • Provide short- and long-range planning and budgeting; 0 to 5 years.
  • Provide monthly cost and schedule reports.
  • Responsible for the oversight of the refinery API 653 tank program.
  • Manage the planning, scheduling of short term and long-term mechanical integrity work.
  • Work with the Reliability Engineering/Inspection and Economics & Planning team on the scheduling of short term and long-term mechanical integrity work.
  • Develop and implement strategies/processes to effectively manage the use of Maintenance Contractor resources.
  • Develop maintenance planning programs and benchmark progress against other industry practices.
  • Responsible for the oversight of the maintenance contractor manpower request work process.
  • Promote, advocate and assist with improvements to the Maintenance Department workflow process.
  • Provide strategic input for budgeting and ongoing maintenance programs.
  • Key in moving maintenance execution from reactive to proactive and enforcing the planning discipline throughout.
  • Work closely with Project Engineering on new projects to ensure reliable, efficient, cost-effective equipment is purchased and installed.
  • Support Turnarounds and the capital implementation process.
  • Assist the TA execution group with Maintenance expense AFE efforts.
  • Assist with Reliability Engineering projects.
  • Collaboratively work with the inspection department addressing mechanical fixed equipment reliability projects.
  • Facilitate the development and prioritization of Maintenance Emphasis program (Cooling Towers, Fireproofing, Asbestos Abatement, Equipment Demolition) with the business team leaders.

JOB QUALIFICATIONS:

  • Bachelor’s Degree in Engineering ( i.e. chemical, environmental, mechanical, civil, process, or electrical) or 5 years' experience in project management, maintenance turnaround, planning or scheduling.
  • 5 years supervisory experience required.
  • 10 years working in refining or Petrochemicals; refinery maintenance experience preferred.
  • Experience in a unionized workforce and building trades preferred.
  • Familiarity with industry process safety and environment regulations, work practices, and compliance strategies as well as knowledge of basic refinery processes, reliability principles, refining economics and basic budgeting and scheduling.
