Artheon is seeking a dedicated and detail-oriented Force Account Specialist to support railroad-supplied service coordination and cost tracking on major infrastructure projects. The role involves managing, tracking, and reconciling force account labor, materials, and equipment usage, while working closely with project managers, resident engineers, contractors, and agency representatives to ensure compliance, accuracy, and cost efficiency.

Responsibilities

  • Coordinate and process Design-Build Contractors’ requests for railroad-supplied services, including flagging, General Orders (GOs), access and protection, and work train needs.
  • Reconcile force account labor, material, and equipment costs with contractors on a biweekly and/or monthly basis.
  • Monitor and report daily progress of force account activities, maintaining detailed records of usage and compliance with contract terms.
  • Evaluate and advise whether contractor service requests are reasonable, conform to contract scope, and reflect efficient usage.
  • Identify and report erroneous or duplicate charges submitted by contractors.
  • Coordinate GO call-ins/outs to the Rail Control Center, including weekend and night work periods, following successful GO training.
  • Support field operations by ensuring trained personnel are available for day/night/weekend shifts as needed.
  • Submit and track service requests to MTA and other agencies (e.g., NYC DOT, Con Edison, NYC DEP), and follow up to secure approvals.
  • Maintain a centralized log of all requests and correspondence related to force account activities.
  • Assist the Resident Engineer and project team with verification and approval of contractor-submitted documentation.
  • Ensure proper use and reconciliation of MTA-provided services, avoiding service time overruns and inefficiencies.
  • Serve as the primary point of contact for force account-related reporting and coordination with internal and external stakeholders.

Qualifications

  • Bachelor’s degree in Business Administration, Engineering, Construction Management, or related field.
  • Minimum of 3 years of relevant experience in construction or project controls, preferably on public sector transit or rail projects.
  • Familiarity with railroad-supplied services and force account tracking (labor, equipment, and material).
  • Strong communication and coordination skills, with the ability to interface across disciplines and with agency/client reps.
  • Proven ability to manage large volumes of documentation and maintain accurate records under tight deadlines.
  • Proficiency in Microsoft Excel, Word, and other documentation or scheduling tools.
  • Availability to work flexible hours, including nights and weekends, as required by project schedules.
Preferred Qualifications:
  • Experience working with MTA, NYCT, or other transit agencies.
  • GO training certification or ability to obtain it promptly.
  • Familiarity with cost reconciliation and change order documentation.
