The purpose of position is to deep dive and support for improvement to plant operation and maintenance functions. Position shall study and monitor plant performance, analyse operating process parameter, Conduct the Risk assessment at various level of process, Process Safety Elements implementation, control and monitoring the effectiveness.
The position shall also review and develop Process safety practices, Process safety fundamental implementation at the stage of the process design, in depth knowledge of the NFPA, OSHA, DEP etc. He/she have hand on experience of Process Hazard analysis i.e. HAZOP, LOPA, SIL , the Process MOC, KAIZAN, PSSR- Pre-startup safety Review, New SOP development, Audits mechanism etc. develop the strategy for the PSM element implementation and effectiveness monitoring mechanism,
The position shall ensure people training and development, career planning of staff, regular coaching and guiding them for best practices etc.
Responsibilities:
1.1. Hazards and Effects Management - Hazard Management
· He shall be responsible to carry the PHA- Process Hazard Analysis with help of different tool like HAZID, HAZOP, LOPA, SIL, HIRA, JSA etc.
· Timely Close out of the Studies out comes and implementation of recommendation action.
· Handles the Recommendation and coordination with all the function department like. Production, Maintenance, Safety, Vendor & supplier.
· To guide / suggest for Site team development for the different tools of risk managements tools HIRA-Hazard identification and Risk assessment.
· Periodically monitor the Status and the effectiveness of the Hazard management Elements.
· Form the right team to carry out the Risk assessment at each stage of the Process Safety management requirement.
· Coordination with Vendor/Supplier as CAPEX project requirement
1.2. Process Analysis and Design (MOC /OPEX/CAPEX).
· The position will coordinate with GTI time to time, share the input data, elaborate the process issues and will share the right fit solution to production team,
· After implementation of suggested solution, will measure the result, compare with previous data (benchmark data) and act for next step accordingly.
· The position will create history of incidents, will refer for future problem, establish linkage, train to senior team of production dept to build inhouse trouble
shooting capability.
· He will be providing training to production and maintenance people through classroom training/ cotching planning, coaching, training and development.
1.3. Plant safety Improvement
· The position shall be responsible to improve process alarms and the interlock condition. Day to day monitoring the safety overrides and the study the
improvement process to element the same.
· He shall make a comprehensive Risk base plant Performance monitoring in term of Process safety as well as workplace safety.
· He shall define or standardize audit for the process safety elements to ensure effective implementation.
· He shall monitor firefighting system healthiness and develop the program for the effectiveness monitoring.
· Tracking of the PSM element action items i.e. PHA, MOC, audits, PSSR etc. and timely close out.
1.4. Incident Management & Learning from events
· Daily monitor the RCDB portal and monitor the Process Safety incident event.
· Carry out the process Safety incident investigation through different tools
· Carry out the Risk assessment as per Global process guidelines
· Develop the Horizontal development of lesson Learning from incident and the train & coach the operation and maintenance team
1.5 People training and skill Development.
· Prepare skill matrix or chart site against requirement and conduct gap analysis.
· Prepare training needs based upon gap analysis scheduling training calendar with HR.
· Training mechanism to develop specific skills including workshop, classroom and on job trainings.
· Act as a mentor to ensure that team gets adequate training to enhance their knowledge and capability.
· Creating right atmosphere by providing continuous feedback, support and guidance, basis their performance and set goals.
· Responsible to ensure team imbibes the committed organization values and culture.
1.6 Vendor Development to optimize Cost, Quality, and deliveries.
· Vendor assessment including factory visits, collecting market feedback, witnessing, assessing financial capabilities and services etc.
· To prepare Vendor Information data bank in a prescribed format and evaluate technically by comparing with existing approved vendors and SWOT analyze.
· Procurement specifications, performance parameters, Performance Guarantee and Test Procedures.
1.7. Legal Compliance, Certification and House, Keeping.
· Ensure periodic renewable of Certificates such as Legal Permits, Licenses including High Pressure Vessels, Boiler, WHRB, Air receivers etc.
· Ensure inspection visits of various govt officials electrical inspectorate, factory Inspector, Safety Inspector etc
· To identify environmental and statutory compliance and prepare action plan to fix and ensure implementation plan.
Education and Experience:
  • A Full Time Graduate Chemical Engineer from a Reputed Institution, with 2-year certification /post-graduation diploma in Process safety
management/industrial safety management, certified NEBOSH-PSM, PGD in PSM from any institute.
  • More than 7 years of experience in continuous process plant at Process Safety Engineer Position preferably in a chemical or refinery plant.
  • Out of that more than >5 years’ experience in the Process Safety area, industrial safety.
  • Strong proficiency in Dupont -PSM tools, Microsoft Office Suite (Excel, Word, PowerPoint). Working knowledge of field operations. SAP PM experience preferred.
  • Proven experience in leading and motivating teams in a production environment. A personal style that instils a sense of responsibility amongst peers and direct reports.

  • Demonstrated leadership skills as well as demonstrated ability to develop goals and actions to improve performance.
  • Strong problem-solving skills and ability to implement process improvement from concept through project completion (project management skills).
  • Effectively communicate both orally and through written text.
  • Ability to work under minimal supervision and effectively manage multiple/changing priorities.
  • Ability to read and understand technical documents including PFD's and P&ID's, HAZOP, LOPA, SIL report etc.
  • Dedicated to meeting the expectations and requirements of internal and external customers.
  • Keen, insight of production process. And ability to pick up issues before becoming major problems.
Works Environment
  • This position requires indoor / outdoor working up to 50% of time in a manufacturing environment and exposed to all weather elements, heat, cold, dirt, dust, vibrations, odors/unpleasant smells, loud noises and chemicals.
  • Routinely uses office equipment such as computers, phones, scanners and other typical office equipment. Requires use of electronic mail and ERP systems.
  • Routinely in contact with others (face to face, by telephone, computer or otherwise). May include conflict situations
Physical Requirements
  • The position requires to perform in an active office environment, including paperwork, computer, handle office equipment / filing and change activities frequently.
  • Fitness is essential requirement for the position to perform act like sit/ stand/ walk/ move/ bend/ stoop/ kneel or crouch/ climb or balance, and maneuver stairs, ladders and machinery.
  • Ability to work at heights.
  • Mobility required to access all areas on site and navigate/operate in close quarters, small rooms, narrow aisles and passageways.
  • Ability to use all channels of communication (i.e. read/write/speak/hear).
  • Vision sufficient to perform above-described tasks with or without correction.
  • Comply and pass site regulations for PPE and clearances.
